Looks like CARB has approved some new exceptions, below is the text about the changes. While Im ALL for CARB exemptions I have a problem with how they are doing this. The first exemption is for owner operators and small fleets who have been denied a loan. Again we are rewarding the lowest common denominator. Why should the successful owner operators or fleets have to comply if the less successful dont? The California Air Resources Board approved a handful of changes to its equipment regulations for commercial trucks. The changes, which include deadline extensions and compliance alternatives, target owner-operators and small fleets. The board voted in favor of the changes April 25, 2014, one day after dozens of OOs and fleet representatives testified for more than five hours at public hearing. Some parties testified that the changes are necessary for small carriers that have limited resources and cannot afford to comply with the original regulations. Others testified that carriers that have already upgraded their equipment to be in compliance will be at a competitive disadvantage to the carriers that have not made that investment. Below are some of the key changes. Loan Denial Extension: Carriers with three or fewer trucks that have been denied a loan to upgrade to CARB-compliant equipment will be allowed to continue running their current trucks until December 2016.
