Looks like a CHP Deuce? Vernon E. Dwelly of Novato, who held Badge No. 1 as the most senior sergeant in the California Highway Patrol.A native of Washington, Dwelly was educated in San Francisco schools and worked five years as a driver and special officer for former San Francisco Mayor James Rolph Jr. before joining the patrol.For a time in his career, Dwelly was the driver for Highway Patrol Chief E. Raymond Cato, the first chief of the patrol.He was also the personal escort of President Franklin D. Roosevelt when he drove through Marin County during a visit to Treasure Island in 1938.
