Lots of commentary about the trolley from 2011 at tonights council meeting. Several incorrect statements needed to be addressed. The trolley was NOT a beach trolley. It was never presented as a beach trolley and was consistently marketed on signage, the website, brochures, as a shop-dine trolley. It was specifically launched as a pilot program to try and circulate people amongst 3 shopping/dining villages in town- Watch Hill, Downtown and Misquamicut. To avoid it being used for all-day beach goers, it started at noon and ran till 9pm. Because it was not designed for beach goers, coolers and beach chairs were not allowed. (Back packs and towels were.). Tracking contents in coolers was not something for the non profit group partners could assume liability. The trolley was supposed to help downtown shops and restaurants which were struggling at the time. The project was initiated by Keepspace Westerly with a goal of creating more commerce for downtown and getting people at the beach to discover downtown. Unfortunately, it did not meet that objective. Many people parked downtown and took up parking to have a joyride to Watch Hill. The number one reason cited by passengers to use the trolley (we employed people to survey riders) was joyride to carousel. The trolley was not a failure. It was an experiment. At times it was very busy. It provided rides to work for those employed locally. It gained lots of publicity which drew tourists to our community. It helped renters at the beach get to McQuades for grocery shopping. There were many nice outcomes but it did not generate much sales for downtown businesses. If transportation is being sought for beach goers to Watch Hill, a trolley is an expensive option. School buses with some seats removed would be more cost effective, and lots could be identified for off site shuttle parking. funding for any of these projects would be the key. The trolley cost over $40,000 and was a partnership of the 3 business associations a $15,000 chamber of commerce donation and a matching Town donation. The chamber also donated an entire season of staffing the project. After the 1 season pilot program there was no group interested in funding it again. Whether or not the Town should spend taxpayer money to bring tourists to the beach is a great debate topic for Candidates Night. For now, lets keep the dialogue going but know the facts. The Chamber is the authority on the trolley history and were happy to help the Town look at future solutions to our tourism growing pains.
