Lowell Sun:Political Column 11/2/14 - CHELMSFORD SCHOOL Business Manager Kathleen McWilliams, currently on paid administrative leave in connection with a school budget deficit, has hired attorney Peter Nicosia. The Tyngsboro lawyer has been involved in a number of local high-profile cases, most recently that of Walter Bayliss, the former Lowell License Commissioner whose membership in the citys Retirement System was revoked last year. Officials realized he never should have been receiving a pension because he didnt meet eligibility requirements, despite a previous settlement agreement between Bayliss and the city. Two years ago, Nicosia represented a majority of condo owners, upset over fire-sprinkler issues at Billericas Nicholas Common, and helped them to oust the entire five-member board of trustees at the 55-and-over community. In 2010, Nicosia acted as legal adviser for Lynne Keenan, who was rehired as head coach of the Tyngsboro High School girls basketball team after a yearlong investigation into complaints that she was allegedly verbally abusive to players.
