Unfortunately, these were the prevailing attitudes before Ebola. It seems that even the shock of the scourge is unable to instill right thinking and order into our governance & administration processes. As one commentator remarked, it is likely that your problem arose because of a failure to provide grass for the cows tethered to the burial process. This is the overriding cultural ethic of modern Sierra Leone. It has brought us to our knees. My sympathy again.
