The Municipality seeks to appoint Directors in terms of Section 56 of the Local Government: Municipal Systems Act, 32 of 2000, as amended, to provide strategic management and leadership in the relevant departments in accordance with the applicable Local Government legislation and policy. Candidates must comply with the minimum requirements in respect of qualifications and experience prescribed in the Regulations on Appointment and Conditions of Employment of Senior Managers, as contained in Government Notice 21 published in the Government Gazette No 37245 of 17 January 2014. The Regulations also prescribe minimum competencies that include, but are not limited to, the following: Required minimum competency levels in unit standards: • Strategic leadership and management • Operational financial management • Governance, ethics and values in financial management • Financial and performance management • Risk and change management • Project management • Legislation, policy and implementation • Supply chain management • Audit and assurance. Leading competencies: • Strategic Direction and Leadership: Provide and direct a vision for the institution, and inspire and deploy others to deliver on the strategic institutional mandate • People Management: Effectively manage, inspire and encourage people, respect diversity, optimise talent and build and nurture relationship in order to achieve institutional objectives • Programme and Project Management: * Able to understand programme and project management methodology * Plan, manage, monitor and evaluate specific activities in order to deliver on set objectives • Financial Management: * Able to compile, plan and manage budgets, control cash flow, institute financial risk management and administer procurement processes in accordance with recognised financial practices * Further to ensure that all financial transactions are managed in an ethical manner • Change Leadership: Able to direct and initiate institutional transformation at all levels in order to successfully drive and implement new initiatives and deliver professional and quality services to the community • Governance Leadership: * Able to promote, direct and apply professionalism in managing risk and compliance requirements and apply a thorough understanding of governance practice and obligations * Further, able to direct the conceptualisation of relevant policies and enhance cooperative governance relationship. Director: Corporate Support Services Salary: An all-inclusive remuneration package of R736 450 per annum, negotiable in line with the successful candidate’s experience and expertise, in accordance with the stipulations of the determination of the Minister for Cooperative Governance and Traditional Affairs as contained in Government Notice No 225, published in Government Gazette No 37500 of 29 March 2014 Requirements: • At least NQF Level 7 in the field of Municipal/Local Government Administration, plus a minimum of 7 years’ applicable experience, of which 5 years must have been at Senior Management level • Sound knowledge of Labour Relations, HR management principles and practices • Knowledge of Information Communication Technologies and legal principles and discipline • Experience in the application of the legislation and policy framework applicable in the Local Government sphere • A valid driver’s licence. Key performance areas: Lead and direct the Directorate: Corporate Support Services that is responsible for the Human Resources Management, Organisational Design and Development, Administrative Support, Information and Communication Technologies and Legal Services functions. Director: Economic Development, Tourism and Agriculture Salary: An all-inclusive remuneration package of R736 450 per annum, negotiable in line with the successful candidate’s experience and expertise, in accordance with the stipulations of the determination of the Minister for Cooperative Governance and Traditional Affairs as contained in Government Notice No 225, published in Government Gazette No 37500 of 29 March 2014 Requirements: • At least NQF Level 7 in the field of Economic Development, Tourism and Agriculture or equivalent qualification • A minimum of 7 years’ experience at Senior and Middle Management level of which at least 5 years must have been at Senior Management level • Sound knowledge of enterprise development, tourism, agriculture and conservation • Experience in the application of the legislation and policy framework applicable in the Local Government sphere • Valid driver’s licence • Computer literacy. Duties and responsibilities: Lead and direct the Directorate: Local Economic Development, Tourism and Agriculture that is responsible for local economic development, tourism and agriculture. Note: The successful applicants will be required to undertake specific training on selected unit standards under the municipal minimum competency levels, Gazette 29967 of June 2007, as published by National Treasury, if not already attained. Manager: Human Resources Department Corporate Support Services Division: Human Resources Salary scale: R368 733– R407 113 per annum (Post Level 3-2) Requirements: • An appropriate, recognised M + 3 relevant qualification or equivalent with specialisation in Human Resources Management and a minimum of 3 years’ appropriate, proven management experience • A broad understanding and knowledge of Local Government • Good leadership with strategic capabilities and excellent analytical, organisational and presentation skills • Excellent writing and verbal skills • Above-average decision-making, public relations, coupled with human relations or interpersonal skills • Computer literacy • A valid Code EB driver’s licence. Key performance areas: • Manage, inter alia, Human Resources planning, provisioning and administration, including all aspects of conditions of employment and staff benefits, plus labour relations, occupational health and safety and employee assistance • Develop and implement Human Resource Development policies and procedures • Render personnel advisory and liaison service to all line management and functionaries • Manage the Emplyment Equity function.
