MAJOR NEWS!!! After decades of pollution and decades of studying the problem, Dupont proposes an official final clean-up plan to reduce the mercury in South River and South Fork Shenandoah! I (Jeff) just got off the phone with attorneys from NRDC (NRDC filed the legal case ten years ago which brought about the clean-up requirement). The attorney said she was very pleased with the proposed plan. I was floored. Good for Dupont. And or complements to the scientists involved and the Virginia Department of Environmental Quality! Now the work begins. To comment on the proposed remediation plan here are instructions: Public Notice – Corrective Action Permit Modification PURPOSE OF NOTICE: To announce a public meeting and seek public comment on a Class 2 Permit Modification of a Resource Conservation and Recovery Act (RCRA) Permit, issued by the Virginia Department of Environmental Quality (DEQ) to a facility conducting corrective action in Waynesboro, Virginia. PUBLIC COMMENT PERIOD: November 18, 2013 to January 17, 2014. PUBLIC MEETING: Charles T. Yancey Municipal Building, 503 W. Main Street, Room 104, Waynesboro, Virginia, 22980, December 11, 2013, 7 pm to 8:30 pm. PERMIT NAME AND NUMBER: Hazardous Waste Management Permit for Corrective Action: VAD003114832. PERMIT APPLICANT: E I du Pont de Nemours and Company, Wilmington, Delaware. FACILITY NAME AND LOCATION: Former DuPont Waynesboro Site, 400 DuPont Boulevard, Waynesboro, Virginia. PERMITTEE CONTACT PERSON: Mr. Michael Liberati, DuPont, (302) 598-9936, michael.r.liberati@dupont. PROJECT DESCRIPTION: DEQ’s modification to the permit incorporates an on-going corrective action program for off-site mercury impacts to parts of the South River downstream of the former DuPont-Waynesboro facility and parts of the South Fork Shenandoah River into the existing permit. The requested modification requires investigation of mercury impacts, implementation of interim measures, a Corrective Measures Study, Corrective Measures Implementation, and annual progress and monitoring reports. The permit modification request was submitted to the Virginia Department of Environmental Quality on November 15, 2013. HOW TO COMMENT: DEQ accepts comments by hand delivery, e-mail, fax or postal mail. All comments must include the name, address and telephone number of the person commenting and be received by DEQ within the comment period. The public may also write to the contact person at the address below to be added to the facility mailing list. The public may review the copies of modification request, documents supporting the modification request, and the Administrative Record which contains all the information considered in the modification, at the DEQ Office of Remediation Programs (629 East Main Street, Richmond, VA 23219) or at the DEQ Valley Regional Office (4411 Early Road, Harrisonburg, VA 22801) every work day by appointment. The permittee’s compliance history during the life of the permit being modified is available from the DEQ contact person listed below.
