MANILA, Philippines - A resolution by the National Police Commission (Napolcom) that prescribes the qualification standards for appointment to Philippine National Police ranks has been confirmed by the Civil Service Commission (CSC). Napolcom Vice Chairman and Executive Officer Eduardo Escueta said that with the confirmation by the CSC, Napolcom Resolution 2013-501, titled “Prescribing the Qualification Standards for Appointment to PNP Ranks,” is now in effect. Escueta said the Napolocom has also furnished the Office of the President and the CSC with copies of the said resolution for their reference. “The new resolution reconciles previous issuances and sets a clear reference on the mandatory requirements, reduces the experience/time-in-grade for appointment in the different Philippine National Police (PNP) ranks to address the prevailing vacuum in officership, and prescribes the modified guidelines on the qualification standards,” Escueta said. Escueta said the resolution applies to all police non-commissioned officers (Police Officer 1 to Senior Police Officer 4), police commissioned officers (Police Inspector to Police Superintendent) and third level ranks (Police Senior Superintendent to Police Director General). The new resolution specifically provides for the reduction of the experience/time-in-grade requirement in the ranks of Police Officer 2 (from four years to two years as PO1), Police Officer 3 (from three years to two years as PO2), Senior Police Officer 2 (from three years to two years as SPO1), Senior Police Officer 3 (from three years to two years as SPO2), Senior Police Officer 4 (from three years to two years as SPO3), Police Senior Inspector (from four years to three years as P/Inspector), Police Chief Inspector (from five years to three years as P/Senior Inspector) and Police Superintendent (from five years to three years as P/Chief Inspector). The required experience/time-in-grade remains the same for the ranks of Senior Police Officer 1 (three years as PO3), Police Inspector (three years as SPO4), Police Senior Superintendent (three years as P/Superintendent) and Police Chief Superintendent (2 years as P/Senior Superintendent). “The experience/time-in grade for the ranks of Police Director, Police Deputy Director General and Police Director General is not required because the president, upon the recommendation of the Napolcom, has the prerogative to promote them at any given time,” Escueta said. Escueta said all uniformed members of the PNP must possess the prescribed qualification standards, such as education, experience, training and eligibility before they are promoted to the next higher rank. Escueta also clarified that eligibilities acquired from passing the Napolcom Special Qualifying Examinations conducted on Oct. 10, 2004, April 6, 2008 and May 30, 2009 may be used only for change of status from temporary to permanent and not for promotion purposes. The resolution further specifies that higher police eligibilities, resulting from the examinations given by the Napolcom, shall be recognized as appropriate for ranks requiring lower eligibilities. According to the CSC resolution, the qualification standards set forth in the Napolcom Resolution 2013-501 and under Section 14 of Republic Act 8551 shall be the bases of the Commission in the attestation of appointments for ranks in the PNP. Furthermore, a recruit Police Officer 1 shall be initially appointed on temporary status pending his or her completion of the Public Safety Training Program/Public Safety Basic Recruitment Course as a requirement for permanency of appointment.
