MARINAs Whitelist for Schools The Maritime Industry Authority (MARINA) released the Status of Monitoring of Maritime Higher Education Institutions last April 14th. Pursuant to Sec. 4(c)(4)(vi) of RA 10635, MARINA has to “Maintain an updated list of compliant and phased-out maritime education and training programs, publish such lists in appropriate media, and provide the public with a clear understanding of the consequences of enrolling in a phased-out program.” Thus, posted on MARINA website is the warning, “The public is hereby informed that a BSMT or BSMarE degree from a phased-out program will NOT entitle a graduate/candidate to apply for the licensure and CoC examination…” per RA 8544 via PRC or MARINA. On MARINA Status of Monitoring of Maritime Higher Education Institutions of 14 April 2014, these schools with BS Marine Transportation (BSMT) and BS Marine Engineering (BSMarE) degrees are already phased out. Their motions for reconsideration are denied; not eligible for outcomes-based monitoring and evaluation: - Fernandez College of Arts and Technology, Baliuag, -- - Bulacan (BSMT) - Iloilo State College of Fisheries, B. Nuevo, Iloilo (BSMT) - University of Antique (ex Polytechnic State College of Antique), Sibalom, Antique (BSMarE) - BIT International College (ex Bohol Institute of Technology), Tagbilaran, Bohol (BSMarE) - Concord Technical Institute, San Nicolas, Cebu City (BSMT/BSMarE) - Salazar Colleges of Science and Institute of Technology, Cebu City (BSMarE) - Agusan Institute of Technology, Butuan City (BSMT) - Surigao Education Center, Surigao City (BSMarE) Six schools with BSMTand BSMarE) degrees are phased out but under appeal. Their programs did not pass inputs-based monitoring. But they still have one final outcomes-based monitoring and evaluation to determine the status of phase out: - Philippine College of Science and Technology, Calasiao, Pangasinan (BSMT/BSMarE) - Pan Pacific University North Philippines (ex Pangasinan College of Science and Technology), Urdaneta, Pangasinan (BSMT) - Central Luzon College of Technology, San Fernando, Pampanga (BSMT) - Jose C. Feliciano College Foundation, Mabalacat, Pampanga (BSMT) - Naval State University (ex Naval Institute of Technology), Naval, Biliran (BSMT/BSMarE) Misamis Institute of Technology, Ozamiz City (BSMT/BSMarE) There are still 35 maritime schools for decision (monitored using the outcomes-based monitoring instrument; but final decision is pending review and corrective actions on calibrated evaluations. 46 schools are scheduled for monitoring during the period April-December 2014.
