MDC National Standing Committee resolutions 13 June 2013 The MDC Standing Committee in its meeting in Bulawayo on Wednesday 12 June 2012 considered and resolved the following: 1. Received provincial reports which indicated that all the party’s 12 political provinces had nominated Prof. Welshman Ncube as the party’s presidential candidate for the forthcoming election. Prof. Ncube accepted the nomination and was dully confirmed as the MDC presidential candidate for the 2013 election. 2. The Standing Committee received provincial reports on the state of the candidate selection process. The reports from the provinces showed that there had been an overwhelming interest by party members to represent the party as candidates in the 210 parliamentary seats. The standing committee noted that the process of consensus building in each province has resulted in consensus being reached in respect of National Assembly candidates as follows; Bulawayo : 3 out of 12 Chitungwiza : 6 out of 10 Harare : 19 out of 24 Manicaland : 20 out of 26 Mashonaland Central: 16 out of 18 Mashonaland East : 15 out of 19 Mashonaland West : 12 out of 16 Masvingo : 21 out of 26 Midlands North : 16 out of 19 Midlands South 10 out of 19 Matabeleland North 6 out of 13 Matabeleland South : 7 out of 13 3. The Standing committee noted that of the 1958 council wards nationally, the party had concluded candidate selection in 1742 wards. This means that a total of 1742 out of a total of 1958 wards have been covered by the candidate selection process leaving a balance of 216 which are still to be concluded nationally. 4. The Standing Committee mandated the National Directorate for Elections to conclude within a period of one week from the Standing Committee’s sitting date, all the ongoing consensus candidate selection processes and proceed to set procedures and dates for primary elections where required. 5. Further, the Standing Committee received from the Directorate for Policy Research Coordination debated and adopted the proposed Policy and Manifesto documents subject to amendments. 6. The Standing Committee received a report on the electoral related processes going on within Government and noted that the Electoral Bill would be taken to parliament in the course of the coming week. 7. The Standing Committee took particular note of the Constitutional Court ruling on election dates and the attendant impossibility of the implementation of the ruling. 8. The Standing Committee took special note of the re- scheduled SADC Summit to be held in Maputo, Mozambique during the weekend and mandated the party’s president Prof. Welshman Ncube and the party’s negotiators Ms. Priscila Misihairabwi-Mushonga and Mr. Moses Mzila Ndlovu to attend the summit and pursue the following issues: a. Retraction by the leaders of the military and other security organs’ partisan statements to the effect that only a ZANU PF presidential candidate will receive their support. b. Un-conditional written and sworn commitment by the security chiefs that they will respect the will of the people as expressed through a free and fair election. c. Equal access by all contesting political parties to the state broadcaster i.e radio, television and newspapers. d. Non interference by the police in political party mobilizing, membership recruitment and canvassing activities. The police must understand that while political parties are compelled to inform them prior to holding public meeting, this does not amount and must not be read as seeking permission. e. The cessation of all hate speech, abuse threats and intimidation. f. The deployment of election observers prior to the election dates. 9. The Standing Committee noted the public debate around the issue of a coalition amongst political parties and in so doing noted the party’s resolutions made at congress on January 8 2011. It further resolved that the party remains open to working with democratic forces which share its values in theory and in practice. These values which are sacrosanct include: • The abhorring of violence • Respect and practice of collective decision making • The rejection of the politics of ethnic chauvinism • Zero tolerance for corruption • Disdain for the politics of patronage and abuse of public office • Rejection of the politics of deception Such discussions would uphold the principle of mutual respect and negate the tendency of grandstanding and negotiating in the full glare of the public for purposes of mass public deception. No political party which falls short of these requirements will receive consideration from our party. 10. In conclusion, the Standing Committee henceforth mandated the party’s Secretary General Ms. Priscila Misihairabwi-Mushonga and Treasurer General Mr. Paul Themba Nyathi to be its primal and only contact persons for any political party which seeks to have a conversation with us.
