MEDIA INVITATION 29 July 2013 The leadership of the Association of Public Accounts Committees (APAC), which is an association that is made up of all the SCOPAs from the nine provinces and the one at National Assembly, will visit the North West Province on the Wednesday, 31 July 2013. This is part of APAC’s programme to visit its jurisdictions in order to understand the nature of challenges that the SCOPAs are experiencing. The jurisdiction visits take a 3 pronged-approach, namely: • An analysis of the SCOPA resolutions for the last 3 years. o This looked at how SCOPA resolutions were coined in order to verify whether there were no ambiguities regarding what action was required o It also looked at then nature recurring issues raised by the AG from year to year. This would be the basis for engaging the Premier on the lack or slow implementation of SCOPA resolutions • A briefing from the AG regarding the state of affairs in the Province in order to determine which of those issues that were raised in the past were likely to come in the next audit cycle results as informed by the AG quarterly visits and results of the quarterly dashboard assessments of departments and entities • A hearing with the Premier and relevant MECs regarding the lack of implementation of the recurring issues and what the Premier and the MECs were doing to address these issues. During the visits, the APAC leadership will receive a briefing from the North West Provincial AG, Mr Liaquath Ally, on the progress achieved to date regarding issues that were raised in the last cycle. He will also give insights in terms of what issues are likely to be reported when the audit cycle is finalised. After this briefing there will be a hearing where the following people will respond to questions by APAC leadership and North West SCOPA regarding failure to address recurring in the respective areas: • Premier of North West, Hon Thandi Modise, • The Speaker of the Legislature, Hon Supra Mahumapelo, • MEC for Health, Hon Dr Magome Masike • MEC for Local Govt & Traditional Affairs, Hon. Maketsi Tlhape The briefing by Provincial AG will be a closed session. Members of the media are requested to attend the hearing and media briefing.
