MEMORANDUM FOR DIRECTOR FOR MANPOWER AND PERSONNEL, UNITED STATES PACIFIC COMMAND Subject: Approval of the Humanitarian Service Medal for Republic of the Philippines Relief Efforts – Operation DAMAYAN 1. This memorandum responds to your request for award of the Humanitarian Service Medal (HSM) for these personnel who directly participated in Operation DAMAYAN, the humanitarian assistance and disaster relief support provided to the people of the Republic of the Philippines, following the devastation caused from Typhoon Haiyan in November 2013. 2. The HSM has been approved by the award authority for those Service members of Joint Task Force 505, Functional Component Service Commands, and U.S. Pacific Command, who were physically present and provided humanitarian assistance during the period 10NOV to 01DEC2013. 3. In accordance with the DoD Awards Manual, determination of individual eligibility for participating personnel is delegated to the command level of O-6 / civilian equivalent or above. Commanders who verify individual participation must ensure that the personnel record centers of participating Service members are informed for appropriate record update.
