MINIMUM STANDARDS AND PRINCIPLES FOR RECRUITMENT FORUMS NCIC is undertaking county forums to enhance cohesion and integration under devolved system of government. This comes in the wake of devolved governance presenting different dimensions to ethnic exclusion, isolation and contempt. The “scramble” for dominance within the counties poses a threat to peaceful coexistence and harmonious relations between communities traditionally resident in the counties. The forums among others aim at promoting inclusivity in nominations and appointments to public offices and recruitment of public officers in the counties; Secure political buy-in and commitment by duty bearers in counties to adhere to non discriminatory practices and to ensure adherence and respect of the Bill of Rights and existing legal framework in relation to anti- discrimination on the basis of ethnicity by county governments. The county forums are targeting key stakeholders as the Governor, County Assembly Speaker, County Executive Committee Members, County Public Service Boards, County Commissioner, Transitional Authority, Members of the County Assembly, County Assembly Labour Committees, Criminal Intelligence Officers, Community Elders, Civil Society Organizations and faith Based Organizations in the various counties. The Commission has held the Minimum Standards and Principles for Recruitment forums in Kwale and Isiolo and will be holding the forums in Kitui and Makueni on the 22nd and 25th respectively.
