MOSCOW–Russian Defense Minister Sergei Shoigu visited the breakaway Ukrainian region of Crimea on Monday to inspect troops and military facilities, Interfax news agency reported. Mr. Shoigu is the first senior Russian official to visit Crimea after its annexation. The minister met with former Ukrainian troops and appointed rear Admiral Denis Berezovsky, who had served for Ukraine but defected to the side of the pro-Russian Crimean authorities in early March, as deputy commander of the Black Sea Fleet. –Olga Razumovskaya
