MR. PRESIDENT, WHY IS THE PERFORMANCE CONTRACT STILL A SECRET DOCUMENT? I think we all rejoiced to see the announcement in the papers, or listened via our radios that fellow nationals got new jobs from President Koroma. I cannot stop noticing with intense dissatisfaction that Sierra Leone for long is a country in which the wealthy rules regardless of their characters and the poor being constantly marginalized, frustrated and goes to bed hungry despite the fact that they form majority of the countrys population. Mr. President, your own APC was reborn out of the realization that Sierra Leoneans could no longer afford to have our domestic politics dictated by a government without democratic legitimacy. We progressed because people became impatient with SLPP politicians who wanted to administer rather than govern. And we grew further yet because people wished to shape the circumstances around them and were demanding a political party successor fully equipped for that task. APC now has the most energized, less empowered and informed electorate of any political party in Sierra Leone. We have a new generation of citizens who understand that their opinion matters, who believe that their voice will be heard, and who know that their vote can shape the society they live in. Weve led a minority administration and a majority one. Minority leadership requires negotiations to recognize honest disagreement and then compromise in the public interest. With the current situation in your Government, I have no idea if that experience of minority leader in this party will ever again come in handy. It will be constructive and useful for us to understand that most of our people in social positions of trust are self centered, unpatriotic, thieves, crooks and lack honest values in terms of delivering real practical outcome from outlined projects. President Koroma accepted this hard but uncomfortable reality and introduced his Presidential Performance Contract with those he appointed in various positions of trust for efficient performance. But the devil is in the details: Seven years down the regime of President Koroma Sierra Leoneans up till date are yet to know what are the list of considerations(s) that are necessary to his set of Performance Contract with those he charged to execute State responsibilities. Its exceptionally important for us to understand that the secrecy behind this continue to affect the finances of our country adversely to an extent that today we are running to several problems with most of those charged to handle the finances of our country. We did see the same pattern with the then SLPP Government, now the same system is being replicated by our very own APC. This is a catastrophic mistake on the part of the President in his effort to combat corruption and enhance healthy democratic standards in Sierra Leone. For instance, how can fellow nationals (whistle blowers) help effectively scale the Performance Contract without knowing it details? No wonder why our Anti Corruption system still continue to be porous. President Koroma assured us that there will be no sacred cows in the fight against corruption in his Government; yet we continue to see sacred wales ( though bigger than cows) escaping through his Anti Corruption net. One would have expected that the damming 2013 Auditors General Report would have changed the stands of The President and make open to members of the public the determining factors of his Performance Contract. At least for proper records of account and sober transparency purpose. Mr. President, your people want to know the nitty gritty of your Performance Contract as they strongly believe corruption starts where the people failed to be informed. Sir, Sierra Leoneans believe that all those who are affected by social institutions must have a share in producing and managing them. With the criterial of your Performance Contract close to your chest, are Sierra Leoneans more inclusive or more exclusive in shaping our public institutions? The foundation of democracy is faith in the capacities of human nature; faith in human intelligence.... How can we believe this when we are left confused with what is inside the Presidential Performance Contract? Belief in equality is an element of the democratic credo. What is one example of obvious disbelief in equality showcased in current local, State or national legislation? Unless democratic habits of thought and action are part of the fiber of a people, political democracy is insecure. It cannot stand in isolation. It must be buttressed by the presence of democratic methods in all social relationships. Is every voice heard in all of your personal relationships with those you charged with State responsibilities? Everywhere there are waves of criticisms and doubts as to whether your pattern of democracy can meet our pressing problems of poverty, order and security. Whats your shinning example of democratic success in addressing the problems raised by The Auditors General Report? Democracies flounder and ultimately fail without citizens involvement. All citizens. What a better way to tackle the poverty of this nation than by taking a close look at The 2013 Auditors General Report? What a better way to honour it than by commitment to action? His Excellency The President, please recognized that effective leaders believe in the fact that their leadership style empowers the individuals under them to learn, excel and perform, while ineffective leaders believe that they must do everything themselves in order for it to be done right. As it stands, our A. P. C. Party is slowly but deliberately loosing governance because of the so many sycophants around you Sir.
