MUNIR MENGAL 1. Background. Munir Mengal s/o Omar Khan and is permanent resident of Mengal Colony, Quetta. He is presently residing in Kandahar City, Afghanistan. He is affiliated with Baloch Liberation Front (BLF) and is head of Mengal tribesmen in Afghanistan. He obtained Afghani ID Card (Tazkra) and passport using fake name i.e. Emal Khan s/o Omar Khan (copy attached). 2. Involvement in Anti Pakistan Activities. Munir Mengal is affiliated with BLF as representative of BD and has visited India for getting training in handling of remote controlled devices which RAW intended to provide to Afghan based Baloch militants in Dec 2010. Other details are:- a. In Dec 2010, Munir Mengal went to New Delhi on fake Afghani documents and was received by one Mr Sonu (most probably from RAW),at New Delhi airport. He was provided with a vehicle/ driver and lodged in a flat in Lajpat Nagar, New Delhi (photographs of Munir Mengal during his visit to India are attached). b. During monitoring activities of Munir Mengal in India it got surfaced that he was provided with 300 x sets of transmitters and receivers/ detonators to be used in IEDs. On return to Kabul, these items were cleared through customs by NDS officials. c. 1 x Set of transmitters/ receivers was retrieved successfully. Analysis report highlights following:- (1) Components of transmitters / receivers are available in open market. (2) No jamming facility is available which can hinder performance of such transmitters/ receivers. 3. Gen Remarks. Munir Mengal S/O Umer Khan is a close friend/ associate of Riaz Gul Bugti (Deputy Commander of Brahamdagh Bugti in Afghanistan). He visited India three times for getting training in IEDs handling. He is mostly found in Kabul / Kandahar, Afghanistan. He is the front man of BD and is undertaking miscreants’ activities on his behalf while operating mostly from UAE/ Afghanistan. 1.
