Maine DEP official Nick Hodgkins says arrival of the draft GAC Chemical cleanup plan is imminent - meaning Monday possibly. The Friends of Penobscot Bay are fighting to get Nick to require that the plan be given over to the people to review and decide if it is good enough. For unless it involves the below, it isnt good enough (1) Take out the acid plant & acid tank (asbestos and all) and neutralize and remove tainted soils of footprint. (2) Cut back the eroding waste bank into a non eroding waste slope that is geotextiled, clean earth capped and planted with sod producing plant species. (3) Lime-trench along the former bluff interface with the beach and flats to neutralize remnant acid leachate still on its way out before it reaches the waters.. (4) Determine the extent of pollution penetration of the Kidder Cove mud flats. Remove intertidal mud that show low pH and/or dissolved metals at unacceptable levels. (5) Test subtidal sediments at mouth of intertidal cove for wastes from plumes of waste that have entered the harbor waters. then sediments since 1940. Remove as needed. (6) GAC sell its land on the bay side of the RR tracks to the State of Maine for one dollar, to allow site remediation and reforesting without political interference.
