Major General Geoffrey D. Miller - Wikipedia. He was appointed Commander of Guantanamo in November of 2002 with orders to start extracting information from the prisoners. The very fact that no real interrogations had taken place until them, when anything found would have been irretrievably cold, shows that from the very beginning the Guantanamo prisoners were mere political scapegoats, not real objects of investigation. He initiated the torture program there and was specifically sent to instruct the unit that was first sent to Bagram, Afghanistan, where among other things they killed by torture Dilawar, in the Taxi to the wild side case, and from there were transferred to Abu Ghraib, where they continued to apply the same methods, which were later to become public and create an enormous international scandal. The Commander at Abu Ghraib specifically testified that General Miller had insisted that prisoners were to be treated like dogs, saying, if you allow them to believe at any point that they are more than a dog then youve lost control of them.[10]
