Mal and I often discuss this topic, if cyclists are sharing the road and the amount of cyclists are increasing due to cost of parking and the fact it is better for the environment and possibly a faster way of travel due to traffic then yes CTP and / or a registration system ought to be on place. If this lady were hit by a car her medical cost would have been covered.... I feel for her and get her point.
