Malacanang should stop washing its hands in the hidden pork controversy exposed by Rep. Tinio. Clearly , Aquino submitted the budget that allowed lawmakers to continue exercising discretion over funds that the claim entitlement to. This is not about denying people scholarships and medical assistance. This is about the President, through his officials, maintaining a system of patronage, where people availing of services first need to secure approval of their lawmakers. Garin and Licuanan should explain their statements caught on tape. Aquino and Abad should also explain the hidden pork. It has been one year, on Aug23, 2013, when Aquino announced that he was abolishing PDAF. Turns out he merely tweaked the system. He deceived the people. Congressional pork is alive and well. Aquino allies should also stop threatening Rep. Tinio for exposing the truth. Charges of wiretapping have no legal basis. The real illegal act here is the system of pork maintained by the Executive and Legislative branches despite a clear SC ruling outlawing PDAF.
