Man caught spying up skirts at Walmart Flagstaff police have arrested a man accused of spying up women’s skirts at Walmart. Officers received a report that a man was using a device to look under the skirts and dresses of at least two women who were shopping inside the Walmart at 2750 S. Woodlands Village Blvd. around 2:14 p.m. Tuesday. According to Flagstaff police reports, a video captured by a person in Walmart’s Loss Prevention Department showed the suspect slide his right foot along the floor and position it under the dress of a woman who had her back to him. The officer saw what appeared to be a cell phone strapped to the top of the man’s shoe with a black band of cloth. The person who filmed the video told police she had seen the suspect do the same thing to another woman a few minutes earlier. The officer detained the suspect, who allegedly told police he had used the reflection from the cell phone screen to look up the victims’ skirts. Police then notified the victims. Frankie Gray Jr., 32, was arrested and charged with unlawfully viewing a person during private acts. He was also arrested on an unrelated warrant issued by Flagstaff City Court for failure to appear. His cell phone and the black band around his shoe were seized as evidence. Gray was booked into the Coconino County jail.
