Manager ICT Saudi Aramco Total Refining & Petrochemical Company (SATORP) Jubail, Saudi Arabia Ref: KP907-45 Saudi Aramco Total Refining & Petrochemical Company (SATORP) The Role Job Purpose: To direct and oversee the design, implementation and maintenance of a comprehensive and effective corporate Information, Communication and Technology system thereby ensuring reliable, frictionless, secure and user friendly ICT hardware, software, processes and equipment which supports SATORP business requirements and strategy. Scope: Control and manage the entire ICT Department, including overseeing the development, operation and support of Infrastructure, Applications and Data Security functions and systems, managing the integration between these systems taking into consideration SATORP’s business needs. Develop and negotiate the budget for the ICT department and ensure that all its functions are operating cost effectively and within budget. Duties and Responsibilities: 1. Develop and define SATORP ICT Department strategies, policies and procedures to ensure effective role of the Department in supporting SATORP’s business processes. 2. Oversee Application, Infrastructure, Access Control and Help Desk functions, define guidelines for their overall operation and attend to any strategic or operational matter of the respective Superintendent/Supervisor. 3. Set and monitor the performance goals and objectives of ICT Divisions and Sections and provide leadership to the Superintendent/Supervisor to help them achieving their goals. 4. Decide on the introduction of new or modifications on existing business applications, systems development and programming, Help Desk systems, and infrastructure segments such as networks, servers and databases. 5. Review and decide on Department recruitment needs and ensure that relevant manpower is available to meet ICT Department requirements to perform the day-to-day work. 6. Develop and improve relevant skills and competencies by obtaining and maintaining appropriate certifications and participating in relevant professional and industry training and events. 7. Communicate effectively with other SATORP Departments to identify and evaluate business process and needs to improve or customize existing ICT solutions. 8. Review the status reports of ICT Division/Sections and addresses any issues as appropriate. 9. Build and maintain close vendor relationship in accordance with Materials & Services Procurement and respective ICT Divisions and manage the purchase of ICT products and solutions. 10. Lead feasibility studies for new hardware and software developments and liaise directly with Materials & Services Procurement Division for purchasing purposes. 11. Plan and design disaster recovery plans for all data at SATORP and ensure relevant backups are conducted and maintained in an accurate manner. 12. Manage in case of complex technical hardware, network or software problems or failures timely and effective processes to solve the issue and ensure business continuity. 13. Oversee the communication of ICT policies and procedures within the ICT Department and to all ICT employees. 14. Control if relevant ICT security policies and procedures are implemented company wide. 15. Perform other duties as assigned by the CFO. Education Background: Bachelor’s Degree in computer science, IT or equivalent. Technical and Professional Certification is proffered. Experience: Twelve (12) years of experience in Information Technology Management, of which at least Three (3) years in oil and Gas Refining and Three (3) years in a Managerial position. About the Company SAUDI ARAMCO TOTAL Refining and Petrochemical Company (SATORP) is a joint venture between Saudi Aramco and TOTAL S.A. that was formed to develop the 400,000 barrels per day Refinery and Petrochemical Project located in Jubail in the eastern province of the Kingdom of Saudi Arabia. In capacity, it is second only to Ras Tanura Refinery in the Kingdom. The environmentally friendly Jubail Refinery will produce a high proportion of white products such as diesel, gasoline, LPG, petrochemicals, and jet fuels from low cost heavy crude. Upon completion, the refinery will the the 7th most complex refiner in the world. In May 2006, Saudi Arabian Oil Company and TOTAL S.A. signed a Memorandum of Understanding to develop the Jubail Refinery and Petrochemical Project in the Kingdom of Saudi Arabia. The Project entails the development of 400,000 barrels per day (bpd) refining and petrochemical complex (the “Refinery”) located in the Jubail Industrial City on the east coast of the Kingdom. On June 22, 2008, Saudi Aramco and TOTAL signed the Shareholders Agreement in order to form SAUDI ARAMCO TOTAL Refinery and Petrochemical Company (SATORP). SATORP was established as per the Board of Directors approval on September 21, 2008. Saudi Aramco and TOTAL agreed to subscribe equity interest of 62.5% (Saudi Aramco) and 37.5% (TOTAL) in the Company. By February 2009 the main Project Agreements were executed. On June 16, 2009, the Board of Directors approved the award of all LSTK contracts which were officially executed on July 7th. Immediately following, the Project Management Team, based in Rome Italy at the time, mobilized their out of kingdom teams to Korea, Japan, Spain, and Singapore. By the beginning of the 3rd quarter 2010, these teams began remobilization to Saudi Arabia, to join the in-kingdom project teams already hard at work in building the refinery’s foundation and infrastructures.
