Address 450 Mart Street Williams Lake, BC, V2G 1N3 Canada Job Description MANAGER OF ACTIVE LIVING for the City of Williams Lake POSITION DETAILS: TITLE: Manager of Active Living OPERATIONS: Community Services Department HOURS OF WORK: 37.5 hours per week POSITION: Management (Union Exempt) GENERAL STATEMENT OF DUTIES: The Manager of Active Living is responsible for the provision and promotion of recreation and leisure programs, cultural services and special events to residents and schools of the City and surrounding electoral areas, including strategic planning for recreation, sport and park programs. SUPERVISION: The Manager of Active Living shall be responsible to the Director of Community Services. MAJOR DUTIES AND RESPONSIBILITIES: Hires, coaches, directs and supervises a team of staff responsible for the operation of the Cariboo Memorial Recreation Complex, pursuant to the Management Agreement between the City and the Cariboo Regional District Develops the annual marketing strategy in collaboration with the Marketing and Events Coordinator for all recreation, leisure, cultural and special events, Develops and designs promotional and marketing material for all programs and events within the Cariboo Memorial Recreation Complex Establishes contacts and relationships with media, community and stakeholders Works with School District #27 and local sport, recreation and cultural organizations to understand needs and trends in the community Liaises with regional and provincial sport and recreation organizations to share information, access funding programs and participate in recreation initiatives Represents the Community Services Department on various City committees and participates on community committees as required. Implements and manages a comprehensive Risk Management program for the Cariboo Memorial Recreation Complex and associated recreation programs which minimizes risk to patrons and liability exposure for the City and the Cariboo Regional District Ensures all programs comply with provincial standards, legislation and regulations Implements and monitors the Occupational Health and Safety program within the Cariboo Memorial Recreation Complex and may participate as a member of the City’s OH&S Committee Coaches and manages staff within the terms of the Collective Agreement. Recommends disciplinary action and responds to grievances and other staffing matters in consultation with the Director of Community Services and Human Resources Department Develops and implements training programs for Recreation Services staff and prepares assessment reports as required Participates as a member of the Senior Management Team and provides recommendations to strategic planning processes, policy development, human resources management, financial and other management decision making processes. Manages the Affordable Recreation and Special Needs applications and ensures recreation programs are accessible to all Oversees Budget for Sam Ketcham Pool and Recreation Services, including capital purchases for fitness and aquatics Facility liaison with the RCMP for banned patrons, theft, damages etc Manages and maintains various contracts and agreements as required (eg/ leased spaces, Vending and Beverage, Interac Machines, Active Living Guide design and printing, major user group facility use contracts, etc..) Acts on behalf of, or in place of, Director of Community Services as required. QUALIFICATIONS, SKILLS & EXPERIENCE: Degree in Recreation Administration, or related field, with three (3) years working in Recreation Management, or related field, preferably in a unionized environment. Diploma in Recreation Administration, or related field, with a minimum of six (6) years working in recreation management, preferably in a unionized environment. Equivalent time and experience may be considered. Thorough knowledge of the principles and practices required in the administration and operation of recreation services, including swimming pool, fitness centre and arena operation, programming, facility development, marketing and strategic planning. Shall possess certificates in pool operation and arena operation from recognized associations. Demonstrated experience in marketing and promotion of recreation programs and services. Ability to direct and motivate staff performing a wide range of recreation functions. Experience managing in a unionized environment is essential. Ability to communicate effectively and professionally, both verbally and in writing, including correspondence and complex reports. Ability to foster and maintain effective working relationships with media, politicians, senior staff, other agencies and recreation interest/user groups.
