*** Mandatory Photographs for Legacy Album *** RE: Unilateral Change Regarding Individual & Group Photographs Impact Bargaining On March 4, 2014, Labor Committee Chairman authored a letter to Sheriff Demings regarding several bargaining members concerns and objections to having mandatory photographs taken for commercial purposes of a Legacy Yearbook for the benefit of Sheriff Demings. The only problem is that the Agency did not consult with the Union first and discuss the parameters, scheduling, opting out, or any other type of coordinated efforts other than you SHALL have your photographs taken for Sheriff Demings Legacy Album. Do you think this is fundamentally fair? Does the Agency realize that you as law enforcement officers are exempt under FSS 119 to have your photographs taken and published? Do you really think that your photographs wont be available to the public just because its for Demings Legacy Album? The truth of the matter is that all of these factors relevant to the photographs are subject to impact bargaing and the Agencys failure to do so can subject themselves to an Unfair Labor Practice with the Public Employees Relations Commission (PERC). If you are given a direct order by a supervisor that you shall have either a group or individual photograph, which is unrelated to a personnel photograph, obey the order and WE will file a charge after the fact and/or some other action. The Union has being dealing with this issue with the Agency for at least three (3) weeks and has demanded an official response to be issued from the Agency but Sheriff Demings has failed to respond and so has his Command Staff. Please feel free to comment on this issue since again the sheriff believes if he ignores the Union we will just go away. That will not happen on any issue or cause that our members want us to address with the Agency or directly with Sheriff Jerry Demings.
