Manufactured Home Park issues much because so few RHINO members are affected by MHCs work. Most of the problem results from the fact that, some years ago, the Ohio General Assembly shifted oversight duties from Health Departments to a commission dominated by MANUFACTURERS OF HOMES AND OWNERS OF MANUFACTURED HOME PARKS. As expected, the MHC has wracked up a disgraceful record of shoddy recordkeeping, lack of inspections (at last check, there were 2 park inspectors for the whole state) and conflicts of interest. Now the Ohio Inspector Generals office has documented some of the abuses which advocates have noticed. As reported in the Englewood Independent, Ohio Inspector General finds policy and administrative issues at the Ohio Manufactured Homes Commission Quoting from their article: The report identified wrongful actions involving travel and timekeeping records, slow payments to contract inspectors, and a set of agency policies that had not been revised for almost 10 years. Most damning finding is the failure to inspect the parks and to issue orders to correct problems. RHINO thinks that you will be reading more about this as the news drifts into the mass media.
