Many governments have always responded after an attack has occurred; why not ensure that it is prevented other than dealing with the consequence? Train hotel owners, bar attendants and restaurant operators on security intelligence rather than putting blame thereafter the attack. This may also be an illusion if at all we do not have better intelligence training facilities or psychologists to handle such matters. Then this may also end up being a mere dream.
