Many of the groups, such as the Sierra Club and the Atlanta TEA Party, had actively campaigned against the state’s newest funding idea, the 1-percent sales tax known as TSPLOST. Voters in all but three regions of the state rejected the tax in 2012, including Athens, Savannah and Brunswick. The new proposals call for letting counties hold their own 1-percent or less sales-tax referenda or partnering with other counties of their choice. Current state transportation agencies would be merged, and the portion of the sales tax already on gasoline that now goes into the general state treasury would be earmarked for transportation. ...
