March 18, 2014 Message of Inspiration Livelihood Program Launching of Persons with Cerebral Palsy Cerebral Palsied Association of the Philippines-Quezon City Chapter Livelihood Development Center and Coordinating Office On behalf of the Asia-Pacific Development Center on Disability (APCD), I would like to congratulate the Cerebral Palsied Association of the Philippines-Quezon City Chapter on the valuable and appropriate assembly of launching “Livelihood Program of Persons with Cerebral Palsy”. It is a great privilege for me to deliver this message to you. I got to know your initiative from Ms. Cristina Hebron who was our active ex-training participant in 2010. I learned efforts of the Cerebral Palsied Association of the Philippines-Quezon City Chapter to help create or establish the Livelihood Development Center and Coordinating Office in the line with livelihood program and development for the persons with cerebral palsy. On this occasion, I must say that I have been inspired by your efforts. I must say that your efforts are contributing to empowering persons with cerebral palsy indeed. Currently, persons with disabilities are key players for development, human rights, harmony, democratization and sustainability. They can become the agent of change for society with their wonderful potential and capability. What I believe is that persons with cerebral palsy have a potential, power and their own capability to become a leader/ contributor in community. In this connection, APCD has experienced working with a staff with cerebral palsy. He has been with APCD for almost 4 years. He sometimes tells me that “people judged me from my outside look. I really would like to tell the world that people should not judge a book from its cover”. In the line with his strong commitment and efforts, our staff with cerebral palsy can contribute to implement, plan, organize and follow up international trainings, networking and collaboration. One of his roles now is to strengthen the activities of self advocacy group for persons with intellectual disabilities in the Mekong sub-region countries (Cambodia, Laos, Myanmar, Thailand, Vietnam). His name is Mr. Watcharapol Chuengcharoen, the Chief, Office of Network Secretariat of APCD. We are so proud of him. It is hoped that persons with cerebral palsy will have more opportunities like him to work in an inclusive society. Finally, I wish the Program be a great success in the future. We truly appreciate your contribution and cooperation towards a real change, to enable families, and to enable our beloved persons with cerebral palsy to grow and thrive. I thank you.
