The changes proposed in the zoning application would allow access to the use and storage of chemicals within a segment surrounded by other properties that cannot. The allowance of this could have drastic effects on the future business and residential prospects within the segment and to the surrounding community. II. Incorporating light industrial into this B-2 commercial zone would compromise the cushion between future and current residential properties in the event of a light industrial mishap. III. The surrounding communities in which industrial sites are located or through which hazardous materials pass via highway, rail, or pipeline are at risk for technological disasters. Injuries can occur to workers at the site, to responders bringing the incident under control and providing emergency medical care, and to residents in the community. IV. Those with preexisting medical conditions, such as lung or heart disease amongst others, could be at increased risk for negative health outcomes if exposed to toxic releases and exposure to specific agents and/or chemicals. V. Current zoning of the property does not deny the property owners the ability to lease the property to an array of potential businesses as suggested. VI. Additionally, proposed zoning change does not adhere to the five goals of the 2006 Cascade County Growth Policy as previously suggested by the planning board of Cascade County.
