Marine Technical Specialist, RARE, Indonesia Rare’s signature Pride campaign builds grassroots support for environmental protection by training local conservation leaders in the use of commercial marketing tactics to build awareness, influence attitudes, and enable meaningful change. Rare has more than twenty years of experience in building local Pride for biodiversity conservation and has trained over 120 locally-based conservationists. Over the next 5 years, Rare plans to triple in size, resulting in exponentially greater impact. Position Overview In this newly created role, the Marine Technical Specialist will take a leadership role using the Pride campaign model to liaise with relevant technical teams in the design of barrier removal activities to support the implementation of marine conservation efforts at 12 community sites throughout Indonesia. This role will be responsible for the design and support of customized community-based activities for coastal zone management and for leading successful partnerships with Marine Protected Area agencies and other key organizations. The successful candidate will bring an expertise in natural resource management and on-the-ground experience with marine protected areas. In addition to the technical support role that this position will undertake, the Marine Technical Specialist will also support and deliver training to the campaign managers, Rare staff, and other partners as needed. Through formal and informal training opportunities, the Marine Technical Specialist will build the capacity of key stakeholders and provide strategic support to the program participants throughout the training, implementation, and evaluation cycles of each Pride Campaign. Responsibilities Provide technical support in the design and implementation of technical barrier removal activities at all Rare campaign sites to ensure plans are appropriately customized for each program site and designed for long-term sustainability; Oversee the installation of boundary markers to show the locations of the NTZs, develop local community agreements to the zoning plans and finalize zoning plan processes (including participatory mapping activities); Lead the implementation of restricted community fishing areas that provide incentives for local community members; Design and implement effective enforcement and surveillance systems (that effectively engage local community members); Promote cross-campaign learning and network building and stay appraised of developments in the technical field; Build marine conservation management capacity and support the development of fisher cooperatives: Recruit staff deliver targeted internal training to improve capacity for marine-related development throughout Rare’s staff and partners; and Support the improvement of marine conservation curriculum elements for the instructional design of Rare’s program, providing feedback to Pride campaign products and assignments, campaign deliverables, project plans, materials in development, and final reports Desired Skills and Experience Qualifications A minimum of five (5) years of experience in marine conservation, Marine Protected Area or integrated coastal zone management two (2) years of which working community based surveillance and enforcement systems, boundary marker installation, zoning plan development; A strong understanding of marine conservation, ecology and biodiversity issues from along with an advanced degree (Master’s degree or PhD) in marine biology, conservation management, natural resource management or a related subject; Proven success in project planning and management skills necessary; teaching, training, or coaching experience desired; Successful track record, relations, and marine networks within Indonesia and South-East Asia preferred Demonstrated ability to work in a fast-paced, multi-cultural team environment; Fluency in English and Bahasa Indonesia languages – both written and oral – required; Willingness to travel, often to very remote locations, based on needs of the position (up to 40% on annual average); and The ability to produce effective and compelling reports using MS Office, databases, basic GIS, graphics or multi-media software.
