Maybe. But it would perhaps take just a few complex technological civilizations to evolve to provide seed for expansion throughout a large part of a galaxy. Gamma Ray Bursts would not prohibit life forming, just reduce the longevity of complex life. Once evolved to technological sophistication it would likely persist and thrive (if expansion is a common motivation,and it might not be). My bet for resolving the Drake Equation probabilities with the Fermi Paradox observation is that expanding civilizations are less than expected, and there are exopolitical/ethical reasons for nonintervention.
