Mayor Rodrigo Duterte is advocating Federalism. And it is good that he supports Federalism. We have been ruled for more than six decades by a Unitary Presidential system of government based in Metro Manila. And look what happened to us in these decades. Compare this to what happened in other countries. In the 1960s the Philippines had a per capita income that was the second highest in Asia. Only Japan was ahead. Then South Korea and Taiwan overtook us in the 1970s. Malaysia and Thailand passed us in the 80s. PR China left us in the late 1990s. Then we tailed Indonesia in the first decade of the present millennium. Only Federalism can arrest the Philippiness race to the bottom.
