Mbarara Municipality NRM Councilors on Thursday staged a protest over nonpayment of sitting allowances after an NRM meeting held at Kakoba Division headquarters. Even before the meeting that was chaired by one, Jessica Byaruhanga could end, the councilors bitterly stormed out of the room saying that they were tired of being cheated. This followed rumors that went across the room that the people who were supposed to hand them facilitation fees for their activities and their sitting allowances for the day had not showed up for the meeting. The councilors held that they were officially entitled to facilitation fees so as to run their work at the grassroots and also sitting allowances to compensate them for their time at the meeting but that the district party officials were always pocketing the same instead. “We have been failing to perform our duties at the grassroots. We cannot mobilize our people without funds. Most of us drove long journeys to make it here, so we also need to be paid our sitting allowances in compensation,” one of the councilors told our reporter. After storming out of the meeting venue, the councilors waited for Byaruhanga, who had chaired the meeting and started confronting her demanding to know why their allowances and facilitation funds were not being paid to them. She however said that she was not the one responsible for the payments and instead referred them to the Municipality party Chairman. Contacted on phone, Mbarara NRM Chairman told ChimpReports that transport and sitting allowances had not been organized.
