Measure #4, This constitutional measure would amend and reenact section 2 of Article III of the North Dakota Constitution. This measure would require that initiated measures that are estimated to have a significant fiscal impact must be placed on the general election ballot. The measure would also prohibit the approval for circulation of any petition to initiate a constitutional amendment that would make a direct appropriation of public funds for a specific purpose or require the legislative assembly to appropriate funds for a specific purpose. PEW, something stinks about this measure and its not the water holes on the west end of Oakes coming out of winter freeze..bahaaaa,where do I come up with this stuff. This language is intended to confuse the voter hoping it will be so complicated you will just vote yes because its difficult to understand. Basically, my interpretation is that the government again to trying to manipulate the tax paying citizens of ND that we cannot think or do for ourselves so they would like to do it for us. Once again a measure that was created to control the very people that elect this group of men and women and restrict our voice. If measure #5 fails, this measure was created to do what measure 5 was intended in giving ND dollars to high interest groups that we have no say or vote in. Anyone have anything else to add, id love to hear it.
