Memorandum of Understanding between COMESA and GNRD gnrd.net/seemore.php?id=1306 Stavanger, 15 January 2015 – The Common Market for Eastern and Southern Africa (COMESA) and the Global Network for Rights and Development (GNRD) have today signed a Memorandum of Understanding (MoU) for strengthening cooperation between the two parties to facilitate the development and integration agenda of the COMESA; and to announce GNRD as the consultant of the COMESA for the areas of the MoU. The MoU was signed by the Secretary General of COMESA, Mr. Sindiso Ndema Ngwenya, and the President of GNRD, Dr. Loai Deeb, on behalf of their respective organizations, on 15 December 2015 in GNRD Headquarters in Stavanger, Norway. Mr. Sindiso Ndema Ngwenya expressed his goodwill for the cooperation of the two organizations. He noted this MoU signing as the foundation of the very important partnership between the COMESA and GNRD. On his part Dr. Deeb thanked everyone who invested their efforts in realizing the MoU signing and reaffirmed the commitment of GNRD to closely work with the COMESA towards the two parties’ common goals as well as the pursuit of the Human Rights and Development in Africa. According to the signed MoU, the COMESA and GNRD will cooperate to explore opportunities for cooperation and non-exclusive partnership in the following areas: • Fostering COMESA plans and activities in building and strengthening the capacity of Civil Society organizations (CSOs), Private Sector Organizations (PSOs) and COMESA Parliamentarian Forum in areas of human rights and electoral processes aimed at bringing and promoting Democracy and good Governance, peace and security in the region, through training research and policy advocacy and implementation; • Building capacity to non-state actors to fully participate in electoral process, hence enhancing the culture of human rights and electoral processes will enhance peace and security in the region as a catalyst to regional integration and increase trade; • Enhance the capacity of COMESA Secretariat especially the relevant focal office with resources (technical, financial and human resource) aiming at developing and improving COMESA Coordination Mechanism for CSOs, with a special focus on work over the complexity of the difference in presence, scope, level of development and capacity of the CSOs in COMESA Member States; • Contribute to the development of the COMESA mechanism of the CSOs accreditation in order to increase CSOs visibility and engagement in COMESA existing programmes; • Developing the participation of the non-state actors in the observation of the elections/ referenda as a tool for the enhancing peace and security in the region as a catalyst to region social and economic development; • Promotion of gender issues, girl child education and empowerment as an important component for the equity and inclusiveness of the society; • Development of youth leadership program in the region; • Creation of awareness and participation of CSOs in Climate change, water and sanitation, and their impact on human beings and region’s development; • Developing projects in such areas as health and education in all humanitarian response especially in Internal Displaced Person ( IDP) settings; • Developing cooperation between media and CSOs as an influential instrument in human rights protection and promotion; Climate Change, and in economic development of the region; • Promotion of the dialogue and consensus among stakeholders of the region, to create an opportunity to share common goals and interest so as to contribute to the social and economic integration; • To support annual Review consultation Workshops for accredited CSO/PSO and COMESA Parliamentary forum, including the implementation of the recommendations of the consultations in order to enhance the people centered agenda of COMESA; • Support None State Actors to contribute to the improvement of the general economic indicators in the COMESA region; • Contribute to efforts geared to attracting foreign investment to the market of COMESA states; • Promotion of the security in the region; • Support Non-State Actors to fully participate in advocacy efforts and support for the international counter-terrorism and human rights mechanism; • Working on the development of joint, proposals as strategy for fundraising to ensure effective implementation of activities and programmes and reports of the countries’ development in the region; • Hold Annual Coordination meetings between COMESA CSO Desk and GNRD aimed at assessing progress.
