As everyone one these days, leaders are judged by their deeds (before, during and after). Honestly I am a little deranged by your attitude and lately your apathy, lack of interest and above all the non respect of communication (returning calls and follow up) from you! There is no one more engaged and ready to propose and implement economic sustainable development programs, plans and strategies than what we have to offer and already proposed; yet you do not think of reaching out to inform me/us or even invite us to be listen to or to expose our development program/plans in our dear country in this upcoming forum. Just to share with you and with the utmost respect and love I have for you, please lets work for the sake of the country! Our government needs our expertise and we have done everything to be heard, but no one is there to carry our voices to be heard. I do think that the Economic Bureau should be that opportunity. This is not a secretive communication, reason for sharing it with Senegalese compatriots as it is deemed relevant. I remain! I left a more comfortable position to come to work for my country. I did it because first of all, I know I can add value. Second of all, was tired of criticizing without getting my hands dirty. As far as your project is concerned, I spent six months working with you and Dr, Hunter on it. I had included it in my 2012 and 2013 roadmap and promoted it to the Senegalese authorities including then Prime Minister Abdoul Mbaye and President Macky Sall himself. Both of them loved the project but there were two big issues with your project: the lack of funding and the absence of Business Plan. Once I knew there were no funds available to you and your partner, I identified potential investors and put you directly in contact. The investors loved and were interested in your project but required a business plan. You did not have a business plan ready. I put you in contact through Dr. Hill with somebody who could help draft the business plan. You agreed you will pay for the business plan. Two months later, I inquired about the business plan, you mentioned that the person in charge of drafting the business plan came with a better idea than a business plan. The initiative you told me became much broader and was focusing on economic development (or something like that, don’t quote me on that). At any rate, I believe I did my best to assist you in your well-intended passionate will to invest and contribute to the socio-economic development of Senegal. I do believe I spent enough time and went the extra-mile in identifying potential funding sources and business plan writers for you and Dr. Hunter. All of those steps I had overtaken have nothing to do with my job description. I did it because I respect your talent and I know that your expertise can be of great value to Senegal. I have no funding available to me nor do I have a duty to find funding sources or mechanisms for potential investors. The best idea or initiative will not see daylight without proper business plan and adequate funding. I am sadden to see that after the steps I took, it comes down to this nonproductive exchange of emails. Let’s make sure we understand each and every one’s roles and responsibilities. As to the forum, to stick to its role, the bureau has identified four potential investors and has secured meetings with President Sall. We are also organizing an official signing of our biggest achievement so far, a PPA agreement for a 50 MW plant between SENELEC and an American company worth $100 million dollars. It’s my job to be ready to talk to you and anybody about investing in Senegal. Senegalese tax payers are funding my salary for that. Whenever, you are ready to talk investment, I will be ready. If it is about sustainable development program, I will put you in contact with appropriate people in Senegal. I am sorry if any one of my words is a source of inconvenience. I truly respect and admire you for your expertise and love of Senegal. We all are dirtying our hands, let it be seen or not. And will do more if called for duty. Mr. Beye, I will not make this outreach a ping pong or debate, but simply to thank you for your prompt reply, which I was longing for after numerous attempts to reach you lately. Whatever the reason for your silence, I respect it. However, I am glad this email makes you get back to me. Mr. Beye, it is NOT a business/project document that is lacking on my part, at all. I can put one on your desk tomorrow. All the traction we had together was halted twice on your/government side, reason for not receiving any business plan, these are some, as follows: 1- Within your first program in Senegal, you informed Dr. Hunter and myself that you already spoke to the new authorities and they all welcoming of the project we proposed and that some funds were or will be secured for Dr. Hnter and I to head to Senegal to present our Senegal overall program to the new government. As you may recall, we exchange plenty emails on that regard. This trip never sees the day. 2- I rekindle the project later on and you mentioned that it would take place in Wash. DC when during one of the Presidents visit. This second attempt never took place. I was wondering if the President and his PM both like what we gave you to share with them, why there was not a follow up to make a meet-up with them? Isn’t it how it works? We are not “international investors”, but I believe the new government policy and orientation was to encourage the Diasporan to be hear and helped to get back in the nation’s development venture. To Dr. Hill and partners or collaborators, we provide answers to a long list of email questions (I can provide at request). She did not have a good grasp on the matter even though she wanted to too. She never resurfaced and we never heard from her and team again after several attempts and phone messages. I will not enter in your expertise which is laudable, reason why you are such a national servant, but we need projects/programs dealing with development policy rather than mere business plan. When one responds to the national call for action, one goes with what would be sustainable solutions...and thats what we proposed. Foreign money to build our nation is ok, but to what cost? Our program also had a side dealing with electricity, water and agriculture. If we had the funds you placed as a condition to accompany us, we will not come to you to mediate with the government. That simple! So the funds aspect (for us to have first) you mentioned is somewhat confusing and less relevant in our qualification as potential project promoters. So Mr. Beye, I praise your endeavor and laudable dedication to the national cause. I also recognize your sincerity. I do not welcome your belief and position that we are not delivering but simply speculating. I do strongly and respectfully disagree. Our hands stay dirty, just like yours for Senegal sake! Whoever is there wanting or willing to listen and to invest in Senegal could also listen to what we have to offer. Having funds alone does not make it fly when tangible science and technology are lacking to productively exploit our natural resources, to provide water and electricity. The investors lack these facts of the mind of the thinkers and the thinkers lack what the investors have. I thought you would be the bridge, but I may have not understood your main mission. I thought the Bureau would also identify and reveal the potential in the country that Senegalese have found and wanted to bring in country. If I am mistaken, please forgive my ignorance. I do still believe that is in opportunities like these that Senegalese in the Diaspora could have the well deserved opportunity to face their head of state and to share what they have for the country, not just foreigners carving a piece of the country. The list of invitees in this upcoming meet up should be more inclusive regardless. I would like to end it here in the good, friendly and nationalistic note by thanking you for what you are doing in your mission. Hopefully one of these days, our road for building our country will meet again. If you would or fell like responding, you are welcome, but I do not hold you for not doing so.
