Message From The Councillor: Next Valuation Process And Fraudster Debt Collecters Dear Residents and Business Owners,This is an up-date from your Councillor on important things happening in our area and the city at the moment. If you are receiving a message from me for the first time, I’m hoping that you will find these up-dates useful. In this up-date: 1) The next supplementary valuation process (Valuation Roll 10) begins2) City warns against fraudsters posing as City debt collectors 1) CITY SUPPLEMENTARY VALUATION ROLL 10 PROCESSThe City is compelled by legislation to reflect all changes on properties in a Supplementary Valuation Roll. The Supplementary Valuation Roll 10 will be open for inspection and objections from 19 September 2012 to 23 November 2012 at Metro Centre, 158 Civic Boulevard, A-Block, 4th Floor as well as on the City’s website : www . joburg . org . za. Supplementary valuations are performed during each financial year, according to the relevant legislation, to supplement the current general valuation roll with any new properties and/or changes to property values contained in the current general valuation roll.Property owners whose properties are reflected in the Supplementary Valuation Roll 10 will be notified in writing. Supplementary Valuation Roll 10 consists out of approximately 25,000 properties of which the following types of changes are reflected :· New properties have been registered such as subdivisions, consolidations, new sectional title units, etc. (± 32%)· Property category change from vacant to improved where new buildings has been developed (± 44% )· Valuation changes where additions has been completed (± 16%)· Other changes such as Rezoned properties, category changes, etc. (± 7% )· Revaluation of properties where additional property information was supplied, it may result in a valuation decrease or increase. (± 0.06% decrease = 1, 600 properties and 0.01 % increased = 301 properties )If a property owner disagrees with the valuation reflected in the Supplementary Valuation Roll 10, the following process is prescribed:Legislation makes ample provision for any person to object to an entry in a valuation roll, provided that such objection takes place in the prescribed manner and within the prescribed objection period. An objection will be considered by the Municipal Valuer and a Valuation Appeal Board, should you wish to appeal against the findings of the former.Once the inspection period has been closed no more objections can be entertained. All queries can be forwarded to [email protected]) CITY IS WARNING ITS CUSTOMERS AGAINST FRAUDSTERSIt has come to the City’s attention that there is fraud happening with so called “debt collection” companies. Some customers have been receiving “Urgent special disconnection notices” from certain debt collection companies.These letters have the logos of the City of Johannesburg, City Power and Joburg Water on them and at first glance look legit. There are various ways in which customers can pay their municipal accounts. Customers can go in person to any of our Customer Service Centers across the City or at the Post Office. Please note that only cash is accepted here and no credit or debit cards are accepted.If they are paying at a third party vendor such as Pick ‘n Pay, Shoprite, Checkers Hyper etc. they should bring along their municipal account when making a payment in order to ensure that the account number is shown as reference on the receipt. Payment can be made at any third party vendor in cash, by cheques, by debit or credit card. (American Express and Diner’s Club cards are not accepted). Please also note that it will take up to five days for the payment to register with the City of Johannesburg.Paying by debit order allow customers to meet their monthly obligation with ease. It will save interest charges on arrears and customer’s accounts will always be up to date.
