The MNLF factions expressed their support during the 35th hearing conducted by the House special committee on the Bangsamoro Basic Law (BBL) chaired by Cagayan de Oro City Rep. Rufus Rodriguez. “We welcome the support of the MNLF. It has always been our position that the proposed Bangsamoro Basic Law is not only for the MILF but for all Bangsamoro, Muslims, Christians and lumads, and all other groups and sectors in Mindanao,” Rodriguez said. The MNLF factions that attended the hearing were those led by Abul Khayr Alonto and Muslimin Sema. Another faction, led by MNLF chairman Nur Misuari, did not send a representative. Alonto said they are for the full implementation of the comprehensive and the framework agreement on the Bangsamoro. He cited a statement by Pope Francis that the peace process could result in just solutions that take into account the inalienable rights of the people. Alonto presented proposals that he said could improve the draft law. He said the sharing between the national government and the envisioned Bangsamoro region on mineral exploitation should be the same as the Malampaya natural gas project sharing arrangement. He said the Bangsamoro Basic Law should ban any form of gambling in the envisioned new autonomous Muslim region. Sema traced the history of the Mindanao peace process, which the MNLF under Misuari started with the government during the Marcos era. He said such process resulted in the signing of the Tripoli Agreement in 1976 and the l996 final peace agreement signed during the Ramos administration. “These accords have not been fully implemented because the government reneged on its commitments,” Sema said. Local officials say special registration of voters, including PWDs, will be held in 204 villages within the autonomous region. They urged voters to register early so they can take part in a planned plebiscite to ratify the Bangsamoro Basic Law. ARMM pursues 2015 P120-M BRIDGE program – Philippine Information Agency Writer: IEroy/PBC/PIA Cotabato City COTABATO CITY, Jan. 20 (PIA) – As the transition to Bangsamoro Government is expected in the 2nd quarter of 2015, the Autonomous Region in Muslim Mindanao (ARMM) launched another development program - the Bangsamoro Regional Inclusive Development for Growth and Empowerment (BRIDGE) at the Office of the Bangsamoro People, here recently. The ARMM-BRIDGE concept is patterned after the government’s National Community Driven Development Program (NCDDP) under the KALAHI-CIDSS convergence program of the DSWD, according to ARMM Executive Secretary Laisa Alamia.. “The ARMM-BRIDGE adopts the same mechanism of Community Driven Development (CDD), meaning, the developments that we’re going to undertake is based on the request/needs of the community. “This BRIDGE is an upscaling of ARMM-HELPS program at the municipal level – although, the individual budget can be implemented through municipal wide, community or barangay level, Alamia said. During the launching of the program, Alamia identifiedl 15 target pilot municipalities in the five provinces of ARMM in which each pilot town submitted at least three barangay beneficiaries. For the province of Lanao del Sur, we have the municipalities of Balindong, Taraka and Lumba Bayabao; in Maguindanao, Datu Anggal Midtimbang, Barira and Matanog; in Basilan, Tipo-Tipo, Sumisip and Tuburan; in Sulu, Talipao, Parang and Pandami; and in Tawi-Tawi- Simunul, Sibutu and Tandubas. She added, the main objective of the program is to empower communities in target municipalities to achieve improved access to services and to participate in more inclusive local planning, budgeting and implementation. “We encourage the municipalities to actively participate in finalizing the Municipal Development Plan (MDP) in your annual infrastructure or annual investment program,” she stressed. The program will be managed by ARMM Social Fund Project (ASFP) and has the budget of P120 million based in the General Appropriations Act plus the P50 million savings of the ASFP after it ended last quarter of 2014.
