Military-Industrial Complex Speech, Dwight D. Eisenhower, 1961 Farewell address A vital element in keeping the peace is our military establishment. Our arms must be mighty, ready for instant action, so that no potential aggressor may be tempted to risk his own destruction. Our military organization today bears little relation to that known by any of my predecessors in peacetime, or indeed by the fighting men of World War II or Korea. Until the latest of our world conflicts, the United States had no armaments industry. American makers of plowshares could, with time and as required, make swords as well. But now we can no longer risk emergency improvisation of national defense; we have been compelled to create a permanent armaments industry of vast proportions. Added to this, three and a half million men and women are directly engaged in the defense establishment. We annually spend on military security more than the net income of all United States corporations. This conjunction of an immense military establishment and a large arms industry is new in the American experience. The total influence -- economic, political, even spiritual -- is felt in every city, every State house, every office of the Federal government. We recognize the imperative need for this development. Yet we must not fail to comprehend its grave implications. Our toil, resources and livelihood are all involved; so is the very structure of our society. In the councils of government, we must guard against the acquisition of unwarranted influence, whether sought or unsought, by the militaryindustrial complex. The potential for the disastrous rise of misplaced power exists and will persist. We must never let the weight of this combination endanger our liberties or democratic processes. We should take nothing for granted. Only an alert and knowledgeable citizenry can compel the proper meshing of the huge industrial and military machinery of defense with our peaceful methods and goals, so that security and liberty may prosper together. 미국문화 미국영화세미나 수업에서 아이젠하워의 군산복합체에 대한 경고를 다뤘다. 이것은 정치학 혹은 사회학의 엘리트이론 중 C.W Mills의 파워엘리트론에서 주요하게 다뤄진다. 어쨌든 평소에 강의를 들을때 미국문화학과의 독일인교수가 추론방식이라든지, 문제제기에 관해서 마이클무어랑 비슷하다고 생각했는데, 마침 이러한 이야기를 하면서 마이클무어의 영화를 예로 들었다. 예를 들어 화씨911에서 GE라는 그룹-언론매체를 소유하고 있고 제조업 관련해서 모든 생산을 담당, 심지어 무기까지생산-은 미국 전국토에 공장을 가지고 있다. 선거와 관련해서 후보자들은 시대정신에 맞는 새로운 정책을 내놓는다. 가령 오바마의 헬스케어같은 복지이슈 말이다. 이로인해 예산안 관련해서 국방비를 감소시킬수 밖에 없다고 하자. (Guns vs Butter 논쟁) 그럴때 GE와 같은 군산복합체는 자본의 파업을 일으킨다고 한다. 자본의 파업을 통해서 공장을 멈추게 되면 표를 행사할 수 있는 시민들은 실업자가 될 수 밖에 없다. 그러면 해당지역구의 유권자들은 예비후보들에게 그러한 법안을 저지한다고 주장하는 쪽에 투표를 하게 된다. (정말 간단히 설명...) 이러한 이야기를 듣고 있다보니, 나의 생계와 관련된 일들이 떠올랐다. 이제 취업을 준비해야 하는 4학년이고, 더 이상 꿈-job-관련해서 방황을 할 수 있는 나이도 시기도 지났다. 더 이상은 정치적 이상보다 현실적 기회를 고려할 시기가 왔다. 더욱이 아무쪼록 군산복합체와 관련된 일을 하는 매형. 그에게서 부터 들어왔던 현실적인 이야기들.(더불어 국제정치학을 공부하면 냉정하게 현실주의 입장에 귀를 기울일 수 밖에 없다.) 어느정권이 들어서든 자본가들의 영원한 행진. 기회주의자로 살 수 밖에 없는 현실에 아파할 때. 그럼에도 불구하고 이러한 경고가 25년간의 군장교생활과 8년간의 백악관생활을 마친(내부고발자?) 아이젠하워의 입에서 나왔다는 것이다. 이러한 Ironical한 현실에서 그는 하나의 희망을 던지고 간다. Only an alert and knowledgeable citizenry can compel the proper meshing of the huge industrial and military machinery of defense with our peaceful methods and goals, so that security and liberty may prosper together.
