Minimizing corruption in mid day meal scheme (MMS) Steps can be taken to minimize corruption. It is very difficult to eliminate corruption until there is political will. Some steps can be: 1) The contract can be given to top 10 food companies of India by turnover, thus minimizing corruption. 2) A mobile app can be developed and given free to the principals of all the schools. When the school is left with only one week’s stock, the principal should order directly to the company via the app. The stocks for let us say one month would be supplied by the company. On receiving the supplies, the principal can send a message to the bank via SMS or what’s App and the payment would be released automatically to the company concerned. The principal will have the power just to release payment to the company. He/she can not take out the money. This would remove a lot of red tape, kickbacks and inefficiencies. 3) The most important thing is that the children should get the packets and consume them in the school in front of the teacher. For this certain steps can be taken: a) Identify one or more harmless natural biochemical that can be given in food. b) They must be excreted in the urine. E.g. Vitamin B Complex colors the urine. c) Mix this chemical with the food. d) Develop strips that can detect this chemical in the urine. It would be even better if they can estimate the quantity of the chemical like as for albumin or sugar in urine. e) Form flying squads. They will do quality control as well as check the urine of the children for the chemical. f) If urine of the children is found to be chemical negative, then the principal or the teacher in charge should be terminated immediately.
