If fracking is safe, then let the frackers bear unlimited liability for the harm they may do (instead of capping their liability and transferring that risk to NC taxpayers). 3. If fracking is profitable, then let frackers pay for test wells, not NC taxpayers. 4. Why and how has NC adopted a policy of socialized interventionism on behalf of the fracking industry?
