Ministers Wasting Tax Payers During By-Elections – FODEP The Foundation for Democratic Process, FODEP, says the heavy presence of ministers during by-elections is a cost on government productivity. FODEP Executive Director MacDonald Chipenzi says the heavy presence of ministers also acted as an act of intimidation to rural voters who thought godly of ministers when they promise rapid delivery of development and withdrawal of development if their party is not voted into office. Chipenzi said his organization was overally happy with the peaceful manner the September, 11 by-elections were held. “We acknowledge that the elections were peaceful and held in a transparent manner,” he said. “We are however worried that the presence of ministers on government time who go for these by-elections in some places like in Zambezi West as many as five ministers. Villagers tend to be intimidated by ministers who promise all sorts of things like towers, roads and clinics.” The September 11 round of by-elections saw the ruling party win three seats (Mkushi North, Vubwi and Zambezi West) while the MMD overwhelmingly won Kasenengwa with the UPND grabbing Solwezi Central. zambiareports/2014/09/14/ministers-wasting-tax-payers-elections-fodep/
