Ministry of Home Affairs has apparently refused to release the sikhs. I think the ONLY option left is for Indian PM and Home Minister to act and show some political leadership. Indias Home Minister has already conceded that November 1984 killings of sikhs were a Genocide. Sikhs need to make the following offer to India : Sikhs will stop pursuing November 1984 cases for justice ( which India has clearly shown reluctance in providing as sikh killers like Tytler, Sajjan Kumar and 1000s others roam free even today ) AND in return India should let go ALL sikh prisoners and take back all the cases against sikhs resulting as a reaction to tragedy of 1984. The right of self-determination is an inalienable right of sikhs and these sikh political prisoners should be let go unconditionally by India Government. I think this step by Sikhs and India Government will help start a new relationship between them where political differences can remain but the cycle of violence and counter-violence can stop.
