Minutes August 20, 2013 Chairman Rose called the regular meeting to order at 7:02 pm with the following members present: Trustees Baker, Hunter & Rose, Fiscal Officer Saunders, Administrative Assistant Saunders. Zoning Inspector Frank Corrao, Maintenance Supervisor Kevin Knife, residents Jason Sutter, Mr. & Mrs. Kollmorgan, and Mr. & Mrs. Hottenstein. Chairman Rose led in the Pledge of Allegiance. Fiscal Officer Saunders presented the minutes of the previous meeting held August 6, 2013. RESOLUTION # 2013-099 Approval of Minutes A motion was made by Trustee Rose and seconded by Trustee Hunter to approve the minutes of the August 6, 2013 meeting as presented. Roll Call: Yes No Baker X Hunter X Rose X Motion Unanimously Carried FINANCIAL REPORT: Fiscal Officer Saunders presented bills, vouchers, purchase orders and warrants for board approval. RESOLUTION # 2013-100 Approval Bills for Payment A motion was made by Trustee Baker and seconded by Trustee Rose to approve for payment bills submitted for August 20, 2013. Payroll Vouchers Totaling $ 6,261.31 Bill Vouchers Totaling $ 3,027.54 Grand Total $ 9,288.85 See Exhibit A Roll Call: Yes No Baker X Hunter X Rose X Motion Unanimously Carried ZONING REPORT: RESOLUTION # 2013-101 Accepting the Amounts and Rates as Determined By the Budget Commission and Authorizing the Necessary Tax Levies and certifying them to the County Auditor A motion was made by Trustee Hunter and seconded by Trustee Baker to approve the Amounts and Rates as Determined by the Budget Commission and Authorizing the Necessary Tax Levies and certifying them to the County Auditor for the next succeeding fiscal year commencing on January 1, 2014. Roll Call: Yes No Baker X Hunter X Rose X Motion Unanimously Carried The July 2013 Ohio Department of Public Safety Tax Distribution – License Tax Statistics Report was received. ZONING REPORT: August 7 Dan Mullet phoned and requested an application for a Pole Barn to be constructed at 11995 Hunt Road August 15 Received requests for permits for A T & T Cell Tower maintenance on Polomsky property at 11699 Clay Street and Community Room Roof replacement. Each are exempted from a Zoning Permit. August 16 Wrote letters to Matt Miller 12420 Bundysburg Road requesting he complete an application for his new barn and a Variance application for the home for setback and square footage requirements. Wrote letters to Melvin Yoder 12500 requesting he complete an application for a zoning permit for the new building constructed. Exemptions were issued and forward to the GCBD as well. The Geauga County Health Department was notified of septic tanks being delivered to 17115 Burton Windsor. A Zoning Permit was issued for an addition to the home is June. August 17 Saunders and Corrao met to discuss letters to be signed and exemptions issued. Reviewed pending cases. August 19 Letters were mailed to Miller & Yoder using Certificate of Mailing as proof they were mailed. The next BZA meeting will be held on August 26 at 7:00 pm to approve minutes. Received a copy of the Geauga County Transfer Listing; New Huntsburg residents Kim Mullet 11995 Hunt road. The Geauga County Planning Commission sent information regarding Oil & Gas Well Drilling Time Line. ROADS: MAINTENANCE REPORT: Kevin reported: Kevin attended the pre-construction meeting for Princeton Road this morning. A construction timeline was reviewed. There will be times during the replacement of the road culverts that the road will be closed. The project will start on September 3 and will be completed in approximately 45 days. Kevin secured quotes for the repair of asphalt roads Zrolka Drive, Alexander Court, Bundysburg Road and Huntley Road between SR 528 and Clay Street. Several areas need to be ground out and asphalt replaced. The quote was obtained from Shale at a grinding cost of $400.00 per hour. Residents from Huntley Road between Clay Street and SR 528 were in attendance to discuss the condition of the road. Everyone was in agreement the road is in need of repair. The residents believe it is a safety issue. After a lengthy discussion Kevin explained what he feels is the best way to remove the uneven asphalt and humps in the road. He suggested the road should be ground and graded making it into a gravel road again and add a layer of the MC70 and stone dust control just like the other 14 miles of road have. This should level and smooth out the road. A roller can be rented from Southeastern Equipment Co for $900.00 a week. Kevin reported there are 18 areas on Zrolka, Alexander and Bundysburg Roads that are in need of repair. It will take approximately 50 tons of material and 8 hours of grinding time. $3250 for material and $ 3200 for grinding approximate total $6450.00 for Bundysburg Road. Zrolka Drive and Alexander Court will need approximately 52 tons of material costing $3380 and 4 hours of grinding at $1600 for a total of $4980. Huntley Road will need .6 miles ground at a cost of $7000.00 with materials and MC70 applications and Number 8 stone the cost could very well be over $16000.00. There may be additional cost if asphalt grindings are applied. Huntley Road residents agreed the grinding and application of MC70 may be the best plan of action at this time. On August 8th Mr. Tom Elesh from Pioneer Road came to office just after a terrific down pouring of rain. He was most upset about the runoff whirl pooling near his drive by the road culvert. He said a child could be swallowed up by this problem. He believes another under road culvert further west would help eliminate the issue. He wanted the men sitting at the meeting table to be made aware and to visit the road during such down pours. He requires assistance with the issue and would like to see a trustee. Assistant Saunders suggested he get the neighbors together and contact Soil & Water for assistance. SCHOOL: Roofing materials have been arriving and work will commence this week. The target completion date is prior to September 9 when the school children return. Playground mulch will be fluffed to see if it meets regulations if not more will be ordered and spread. No new information has been received about a food pantry. Remaining Work to be done: • Furnace room *scrape & paint • Spalling brick (remove loose then seal and trim bad area with Kazak CEMETERY: Temporary foundations have been completed for Holowaty and Williams. The appropriate funeral homes have been notified. GYM: Trustee Hunter updated the board on the Handicap Grant progress. The construction has been slow but is moving forward. Discussion was held on the need to replace the older baseboard heaters with newer models. Discussion was also held on the need to keep on demand hot water units instead of a hot water tank. Trustee Hunter will review the contract and discuss with Kelly at GCCD. Rental Registration Forms have been mailed 5 slots have been filled. The Farm School will stay on the same schedule this year Mon. & Thur. 4-6 pm and Wednesdays 9-3. They wish to start after Labor Day. NEW BUSINESS: Please join us for a special forum entitled “Citizens’ Sovereignty versus Regionalism Forum.” This program will be held on September 11, 2013, 7-9 pm at Independence Civic Center, 6363 Selig Drive, Independence, OH 44131. In addition to 1200 elected officials that we have invited, we anticipate that several hundred constituents from the 12-county region will be attending. Since space is limited, please RSVP to DavidFrost.org as soon as possible. Trustee Baker stated he would like to attend the meeting. OLD BUSINESS: Assistant Saunders attended the Lake Geauga Design Team Meeting on August 13 at the Auburn Career Center. Lake County was well represented Geauga had Matt Galemmo and myself. The $100,000 Grant to move the shared services program forward was approved. Representatives from the Reverse Auction Program explained how the system works. I suggested they speak at a GTA meeting but the next meeting date is too late for the timeline. They wish to have all communities agree to participate in the program and should be sending us a request to join as well as a request for appropriation amounts of items such as fuel, stone, office equipment and supplies and etc. CORRESPODENCE: County Job Opportunity for Maintenance Helper #1906 Ohio EPA Workshop Kent State Campus Ashtabula September 4 to assist in revitalization of brownfields and blighted areas.
