POSITION: Director of Animal Control LOCATION: Montgomery County SUMMARY: Under managerial direction the Director of Animal Control shall plan, direct, and coordinate the field and office activities of the Countys Animal Control Program and its employees. Individual shall also coordinate with all volunteer organizations and individuals to foster a unified animal control effort for Montgomery County. (Relocation allowance not provided) QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Successful candidate must pass a pre-employment physical, drug screen, and criminal background check. SALARY: $65,039.57 annually ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. •Manages and supervises the operation and maintenance of the Countys Animal Control Program; directs the apprehension, impounding, and disposing of stray or vicious animals; supervises subordinates engaged in the feeding, care, and disposal of animals; directs the maintenance and cleaning of the facility, vehicles, and equipment; responsible for fee collections; supervises record maintenance and prepares required reports. •Arranges for or provides training to employees in animal control procedures. Prepares and schedules personnel shifts according to need and manpower availability, as well as maintain all personnel records (i.e., vacation, performance appraisals, etc.). •Responsible for the fiscal management of incoming cash and donations for Animal Control and reporting fees collected to Accounts and Budgets. •Performs budget administration; assists with development of the operating budget; approves expenditures; recommends capital expenditures; projects overtime requirements. •Implements and stays up-to-date on department-related technology to streamline the efficiency and effectiveness of the department (data base for collecting calls, complaints, addresses, adoptions, surrenders, and all other facets of the department). •Oversees the adoption of animals ensuring that all criteria are met (i.e., required shots, completed paperwork, etc.) •Determines which animals are scheduled for euthanasia; may perform euthanasia procedure. •Oversees and responds to questions, concerns, or complaints from animal owners, officers, the public, or organizations; handles irate citizens and difficult situations arising from the enforcement of Animal Control Ordinances and laws. •Serve as the local rabies authority, chief spokesperson for animal related issues, and coordinator between all participating entities. Networks with area veterinarians to resolve animal issues. •Researches and enforces state and county laws and ordinances; writes citations; advises citizens of animal control laws and ordinances; consults with the County Attorney on difficult cases; ensures proper documentation of pertinent information. •Interprets legal statutes, codes, and ordinances; creates or modifies ordinances related to animal control. •Develop progressive programs that engage the general public and the volunteer base; meet with community organizations, the public and representatives of other governmental agencies to discuss projects and concerns; coordinate educational programs and make presentations for schools, civic groups, public agencies and related groups. •May perform the duties of Animal Services Officer in their absence; respond to calls for service as necessary. May proceed with legal action against violators and testify in court. SUPERVISORY RESPONSIBILITIES: This position manages a total of 6-10 non-supervisory employees in the Animal Control Department and is responsible for the overall direction, coordination, and evaluation of this department. This position carries out supervisory responsibilities in accordance with County Governments policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. EDUCATION and/or EXPERIENCE: Graduation from an accredited four year college or university with major course work in Agriculture, Business or Public Administration, and considerable progressively responsible experience (3-5 years) in supervising an Animal Control Program or related work; or any equivalent combination of education, training and experience that demonstrates the above listed knowledge, skills, and abilities. SPECIAL KNOWLEDGE and SKILLS: This position requires effective oral and written communication skills, excellent interpersonal skills, and intermediate computer literacy. Considerable knowledge of: •Diseases and the proper handling of mean or vicious animals. •State and local laws, regulations, codes and ordinances relating to the proper treatment and sheltering of animals; •Techniques for properly handling and caring for injured animals; •Basic understanding of pharmaceuticals commonly used in the treatment of animals. LANGUAGE SKILLS Incumbent must possess the ability to read, analyze, and interpret documents such as federal and state regulations, operating and maintenance instructions, and procedure manuals. Incumbent must possess the ability to write reports, business correspondence, and procedure manuals. Incumbent must ability to speak effectively present information and respond to questions from groups of managers, clients, customers, and the general public. MATHEMATICAL SKILLS Incumbent must possess the ability to add, subtract, multiply, and divide in all units of measure using whole numbers, common fractions, and decimals. REASONING ABILITY Incumbent must possess the ability to define and solve practical problems, collect data, establish facts, and draw valid conclusions. Incumbent must possess the ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. CERTIFICATES, LICENSES, REGISTRATIONS Must possess or be willing to obtain NACA certification within one year of appointment. Must possess a valid Tennessee driver’s license and be euthanasia certified. PHYSICAL DEMANDS While performing the duties of this job, the incumbent is regularly required to sit and talk or hear. The incumbent frequently is required to use hands to finger, handle, or feel; reach with hands and arms. The incumbent is occasionally required to stand, walk, stoop, kneel, crouch, crawl and climb or balance. The incumbent must occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include close vision, and ability to adjust focus. WORK ENVIRONMENT While performing the duties of this job, the incumbent is occasionally exposed to outside weather conditions; animal feces and urine; fumes from cleaning products; and exposure to parasites [fleas, ticks, mites]. Works in office conditions and the animal kennel; regularly exposed to odors of animals; noise of the impounded animals; disease communicated by animals; and to the risk of being bitten by animals. This position may require work on some Saturdays during peak periods, vacation times, or times of staff illness.
