One opens when filling your tank - then closes when it stops raining. The other valve opens when you pull some water from the tank, and then closes when you stop pulling water from the tank. This stops most water vapor from escaping from your water tank. If that flapper valve lid is somewhere else - other than on your water storage tank - it cannot prevent your huge evaporation losses.
