Mosque is a very powerful institution in Islam. It is not only a place of worship but could also be used to solve or create issues within a small community. Unfortunately this institution is now misused to create huge problems in society in Pakistan. If we could address these very serious and fundamental issues of this institution, we can not only bring religious stability in society but also cut oxygen to sectarian hatred. In my opinion all provincial governments must take full control of mosques, get all thede mosques registered. Create an independent regulatory authority and bring all mosques under it. Members of these regulatory authority make sure that all Imams are properly educated and have a certain qualification level. Anyone who doesnt fulfill tbe criteria must be banned to manage a mosque or address audiences in Friday prayers. This authority must make sure that no mosque can be made without planning permission and verification of sources of funds. Members of these regulatory authority must come from all 4 Sunni figh and Shia fiqh. These members must be experts in their Fiqh and must be security cleared to highest level. Selection of these members is done by Shira Court judges and they are answerable to them. I am 100% sure we will have such amazing scholars in Pakistan who could be able to do this job to their best if abilities. If we could be able to reform this very important institution of Islam, we could be able to stop make shit Imams to twist teaching of Islam spread hatred within society.
