"Most of the Affordable Care Act is funded in a way that is not in any way affected by the annual budget. Due to the fact that significant portions of its spending is designated as ‘mandatory,’ the money gets spent whether or not a budget agreement is met. If the extremists on the Right got their way and shut down the government by not passing any kind of budget to pay the government’s bills it would be more likely to, as Graham put it, ‘cut off Social Security checks and stop paying the military,’ long before it would have any effect on the Affordable Care Act."
