Furthermore, there is no means for comments on InciWeb, making it a unidirectional information source. An increasingly tech savvy population, restrictive policies and limited official tools created the conditions for trialing a VOST given the limited risk to the public. In addition, community leaders from Sisters, Oregon made it clear that information-sharing with the public was a priority.
