Mr. John Hingah Biem was born on the 10th of August, 1958 at Taraku, Gwer Local Government Area of Benue State. He had his elementary education at St. Patrick’s Primary School, Taraku between 1964 and 1971. The young John enrolled for his secondary education at Mt. St. Michael’s Secondary School, Aliade in 1972 and obtained the West African School Certificate (WASC) in 1976. The un-quenching desire for western education took John Hingah Biem to the School of Basic Studies, Ugbokolo in 1977 and he passed the IJMBE in 1978. Following his success at the IJMBE, Mr. Hingah Biem gained admission into the prestigious Ahmadu Bello University, Zaria in the same year (1978) to study English literature. Through hard work and diligence, Mr. John Hingah Biem graduated with a Bachelor of Arts at a tender age of 23. A seasoned administrative technocrat, bureaucrat and journalist per excellence, Mr. Hingah Biem began his career as an Information Officer, in the then Benue State Ministry of Information and Culture in 1982. He moved to the Benue Printing and Publishing Corporation in the same year, and served as Features Writer, till 1985, when he was elevated to become Editor of the ‘Sunday Voice’. John Hingah Biem became the Vice Chairman, Editorial Board of ‘The Voice Newspapers’ between 1988 and 1991, a period during which he also enrolled at the Nigerian Institute of Journalism, Lagos, and obtained a Post Graduate Diploma in Journalism. Following this feat, Mr. Hingah Biem was once again elevated to become the Editor and Chairman, Editorial Board of the Voice Newspapers on the 3rd of September, 1991, a position he held until 3rd February, 1992 when he was appointed Director- General, Bureau of Information, Benue State where he served till April 1997. In 1997, Mr. Hingah Biem was deployed to the Special Duties Bureau, Government House, Makurdi as Director of Personnel, and was later moved to the Ministry of Lands and Survey in the same capacity. In 1998, Mr. Hingah Biem was appointed Sole Administrator, Ohimini Local Government to oversee the transition to Democracy rule in the area, and handed over to an elected chairman in May 1999. On his return from the transition program, Mr. Biem became the Director, Finance and Administration, Ministry of Finance, Makurdi and was later moved to Office of the Head of Service as Director in 2000 where he later served as Director, Projects, a position he held till 2006, when he was appointed Permanent Secretary, Bureau of Service Welfare. Mr. Hingah Biem was deployed to Government House in 2008 as Permanent Secretary, Bureau of Special Duties. Given his vast experience, Mr. John Hingah Biem was once moved to Office of the Governor in 2009 as Permanent Secretary, Bureau of Internal Affairs and Special Services, a position he holds till date. While Mr. John Hingah Biem has a varied and unbroken career, his engagements did not thwart his educational ambition, and he combined his career with educational pursuit. Consequently, he enrolled at the Benue State University Makurdi between 1998/1999 and 2007/2008 where he earned Master’s in Public Administration (MPA) and Master of Science, Public Administration, respectively. Mr. John Hingah Biem is currently a PhD candidate in the Department of Political Science, Benue State University. He is a member of the Nigerian Institute of Public Relations and the Nigerian Institute of Management. Happily married with children, Mr. John Hingah Biem is actively engaged in Community Development activities and has served as chairman and secretary of various community development programs. He enjoys playing table and lawn tennis, and he is a prolific writer.
